Additional rule to aremove Caballeros from board

Hi there,
does anyone know how to deactivate the rule, that seemingly randomly allows to remove additional Caballeros from the board back to the province? That rule is not related to any cards and seems like complete gamble.

I'm not entirely sure this is what you're referring to but if the number of men on your chosen power card is more than the number in your province then you are given the option of removing men from the board back to your province before moving them to your court. I'm fairly sure this is a standard rule - nothing random about it.
Doing this might be useful where you have men in 3rd place (or worse) in a region with little chance of getting to 2nd place. You are not obliged to do this so no gamble required.
