Baby dwarf not growing up

Hi

I built a dwelling so I had room for a 3rd dwarf. I then did family growth but then failed to feed all dwarves that harvest.

My baby is now not growing up and is in a white coloured tab on ther worker part of the side bar as is not appearing on my board

I checked the rule book and can't see a logical reason why this is, is it a bug or am I missing a rule nuance?

According to the log, you never took any "family growth action", so the little dwarf on the right is just here to remind you that you could have one more dwarf fitting in your cave (as explained in the tour irrc)
