At the beginning of the game, all players have 3 coins. If I take Harappa can I choose "Research" as my first action? This country also has a discount on the research of starting technologies -1$. Or do I need to have 4 coins to select the "Research" action?

Yes, you can. After-$1 so the it costs $3 and you have enough to pay.
