Extra dice showing - Is this a bug or a variant?

I played a two-person game the other day in which six dice showed every time. The top three were four, five, and six EVERY time, but not in the same sequence. Hmm. I wonder if the first person to choose could choose any of them. I never tried to choose from the top three. But when the second player had to choose, two of them -- two of the bottom three -- were highlighted (actually, sort of pulsing) as possible options.

Cat Cafe has no variant. So what you describe seems to be a bug. There is already a bug report for it https://boardgamearena.com/bug?id=78348 So please vote for it and enter your own table number there.
