How to Disable Welcome Message

I am having trouble finding this Option. I disabled "tooltips." That is the only option I see in the drop down menu. On the left is where to move hands, but I'm lost on how to turn it off.

If you do not want to see this message again, close it and disable the related option beside the player panels.

You can control the display of many aspects of the game in the option panel beside the player panels. You can also control the display of the cards in your hand with the icon on the top left of the page.

As far as I know, you can only disable it for your session with the slider you can find between people's "profiles" and game history. When you log out, the message appears again. I find it annoying and I hope there's a suggestion to make this setting bound to your account rather than game session.
