Player refused to start 4 times in a row?

So, I tried starting a game of Great Western Trail several times, kept getting paired with "jj509", though not the full name, and he kept declining to start. This was 4 times in 4 minutes. Any thoughts as to what explains this behavior? We were about evenly matched in ratings.

Maybe they just want to farm low ELO people, or maybe they didn't like your flag (whichever it might be), who knows? Or maybe they're queueing multiple games at once and they were about to join another room and the GWT kept popping up, I don't know... You can downvote them on their profile stating it's just your personal opinion and you won't be matched up against them again which will save time for you and them in the future lol

Was it automatic or manual mode? If it was manual, maybe it was a table for more than 2 players, and you were trying to start with only 2 players? Nothing wrong with that, but if the other player wanted more than 2, they're also right to decilne.
