Rule interpretation — Conditional event

Hello USE players,
I have a question whether i should declare the situation below as a bug.
The problem revolves mainly around the understanding of the rules.

A GER ground unit is strat moved in hex 3761.
The USSR Southern border event is thus triggered.
2 USSR ground units are immediately placed in 3860 & 3862 — the GER unit is now in an EZOC.
When the Soviet player confirms the placement, the game is back to the Axis player.
The BGA interface allows them to continue their Strat move,
but seems to consider it is the beginning of the move:
that means the GER unit can now leave the EZOC it just “went into” (which you can normally not do in a Strat move).

Does the BGA implementation correctly interprete the rules?
Or should the GER unit be forced to end its move now?
