No jesters?!

Hi there
I just played a Regicide with 2 players and we did not see a single jesters the whole game. Are they excluded from Regicide here in BGA?

By default:

2 player games: 0 jokers
3 player games: 1 joker
4 player games: 2 jokers

Jokers can be removed from 3-4 player games to make the game more challenging. I'm not sure if they can be added to 2-3 player games to make the game easier.
