Players intentionally timing out in Competitive mode

Players intentionally timing out in Competitive mode

I'm new to Splender and BGA, only started playing this week. Started playing competitively and after many losses started to figure out the strategy to win. I was about to just win my first Arena competitive match, and the opponent intentionally timed out on their "last turn". They didn't respond in chat. I had to do a player time-out skip. It says I got the "win", except I'm not clear whether or not this advances me or punishes them the same for the outright win. Is this normal or common behavior? Is the punishment for players severe enough? Not a pleasant experience to represent the community. I have a screenshot of my win to prove it.

I have had it happen ….but most people are good players.
