What time zone is used for Active Hours for Fast turn-based games?

What time zone is used for Active Hours for Fast turn-based games?

I don't see an answer to this in the FAQ. If the setting is 00:00 - 12:00 - is that GMT? Local browser time? Something else?

It would be very helpful to add the time zone somewhere to make it clear.

All game times (playing hours, tournament starts, etc.) are displayed in the browser's local time. A call to getTimezoneOffset() (or something similar) is used.

About the only place where server time is used is the timestamp in the forums.

Is there a way to restrict access to non-real time games? I am trying to play games on Fast, but if people are from different hemispheres, some games play way too slowly.
