Feline Motor

I keep trying to use Feline Motor, and there are a number of situations where I expect it to come into play, including live games, while double clicking on the card, and I am not given the choice to enter Tokyo. How is it supposed to work?

Indeed. It seems to be programmed like a one time use only card~
