Industrial Victory (solo campaign) - bug?

The explanation for Industrial Victory says "...4+ blue or brown worlds". I had 3 brown and 1 blue world and was offered to claim Industrial Victory. I was surprised about this, because I thought you should have 4+ of one of the colors. Is this a bug?
