Is this a bug or am I misunderstanding the rules?

Hi, I have zero population in my supply and the game is allowing me to use the optional part of Basic Spacefaring, which is converting 1 population into 1 ship. Should I report this or am I missing something?

If I recall correctly, the game allows trying to perform illegal actions.
And when done it shows an error about the action not being allowed and then you have to do something else.

Give it a try. If it acts as I described then it is not an error.
