First two farm phase actions are combined?

After you play a card and choose to draw cards back up to your hand limit it automatically generates whatever income you get based on your current board. On the player aid and in the rules it shows these as two different steps meaning I should be able to do an anytime action between them or no? For instance, I draw a farm extension I want and then play it with the roof marker which would generate me an extra income. Am I wrong on this?
