Change of rule?

Did the rule / logic on the helping pins change? It used to be one helping pin per frame, adding up as you go. Now I see 12 helping pins available at start and nothing beeing added. How come such a change is implemented apparently not as option but as standard effective immediately even in the middle of a season and in the middle of running tournaments? Did I miss an announcement?
