Auto Points at Set Up

Can anyone explain to me the stating points one gets at the beginning, 0-3 extra?
Is it meant to be a one-time equalizer of some sort?
It's only done ONCE, am I right?

Yes, you get 0/1/2/3 points if you are 1st/2nd/3rd/4th at the beginning of the game and that’s it
