How to Flip Building Tiles on Mobile

I cannot figure out how to flip tiles on mobile. I see the arrows to rotate it, but there isn't any clear way to flip it over. I think I lost my last game because I couldn't figure out how to place the special enclosure the way I wanted it. What am I missing? :)

Oh wow, I had no idea. Apparently I need to play the physical version more. Thanks for replying.
