Exiting Tokyo: this is just a curiosity of others' thoughts.

Should there be an order in which players are asked to leave or stay in Tokyo when two players are present there and attacked.

I'm fully aware there isn't a rule.

Does this cause a stalemate for anyone at a home game or a long delay during a turned based game here?

I'm asking if anyone feels there should be an order enforced when neither monster in Tokyo will choose first?

Yes, I think there should be a rule, because the question whether one player stays in Tokyo or exits may well influence the other player's decision whether to stay.
