the rescue station effect if used on an herbivore allows you to flock another animal into a non-existent enclosure. This interaction can't be intended, has anyone else come across this?

This seems consistent with the glossary: "You can play a flock animal without flipping an enclosure to the occupied side if you already have 1 other herbivore in your zoo that requires at least the same size enclosure or larger." If Rescue Station animals count for large/small animal relevant cards it makes sense to me that you could flock with them as well.

The "non-existent enclosure" existed before the new maps as well. If you release a large herbivore you could be left with flocked animals and no occupied enclosures that could house them. Again form the glossary: "These rules may, in some exceptional cases, result in situations where not all of your animals technically have their own enclosure on your zoo map. However, we consider it neither useful nor practical to remember exactly which animal lives in which enclosure over the entire duration of the game We accept these rare exceptions because they make for a better
flow of the game."

Yeah, watching the Red Kangaroo flock into the Dugong rescue station was eye opening when I saw it, but it makes sense. The requirement is looking for an herbivore matching the size or larger enclosure, so it is legit.

Yes, it's intended. In the core rule book there is a discussion that flocking (and release projects as well) might seem weird at times. It was a conscious decision by the designer to avoid tracking which animals are in which enclosures. Instead an animal is simply "in your zoo" and an enclosure is flipped.

Just keep in mind that animals are never inside enclosures, which is a bit weird for a zoo though...
