Incomprehensible yellow framing

Hello, we've noticed that some of the cards have a yellow frame around them, but we can't figure out why.
Can anyone help me?

Ideally, you should notice that they are indicating the new cards that have been added to your hand (at turn start or when drawing more cards with actions).
Hopefully that helps to see at a glance what new options are available :)
