You are probably asking about the place to get a new worker. You should check the rules modifications for three players game.
One of the modification is that only two places among the three of the village might be occupied.

Thanks for the reply, that would explain it. What a fair game! I go last as usual and I get garbage! I gave this game a much deserved 1 on BGG.
