Hi,
Feel free to not answer those questions and instead give your feelings/how you manage those situations.
You play with a good teammate, someone you can trust (hopefully, you are driving a plane ).
That player decide to keep their dice and not play axis first.
You decide to do the same.
Now you and them have 2 dices left.
A) The axis is neutral:
A1) In most cases, what do you assume those dices are?
A2) If at the next turn a player decide to still not play axis, what do you assume their last dice is? (assume you got one coffee left)
B) The axis is 2 in your side:
Same B1) & B2) questions for both players.
