Quantum: Community Edition

I just ran across this rules variant for Quantum.

It looks really interesting to me, and I would love if we were able to use these rules when playing Quantum on Boardgamearena.

I'm going to ask a bunch of questions out of ignorance. Forgive me!

Would it be possible to add these variant rules as an option to Quantum?
Who is charge of making changes like this to Quantum?
How can I contribute to this request?

I think BGA only allows variants, etc. that are officially endorsed by the designer/publisher (I'm not sure of the exact details). So, unfortunately, I don't think anything like that is going to be possible.
