Why isn't Skuld Power working?

Why isn't Skuld Power working?

Tried to use the Norns #2 Skuld Power when activating Norns. It didn't appear as an option. I then checked bug reports and it's stated as notabug. So what could be causing this ie what could I be doing wrong? This is the first post so I'm guessing not a busy board but if you can help I'd be grateful.

its on the bar, near the "manouvers", during her activation
