Lighthouses - Confirmation of Move?

Is there a reason why after I take an action that enables another player to take a Lighthouse action, for it to come back to me to confirm my action? I was initially confused when it came back to me as I thought I had selected a move accidentally. When I cancelled it, it reversed the prior action. It doesn't seem intuitive. Granted it is my first game.
