Wrong complexity?

This game has a 3/5 complexity rating here on bga.
As it is a really simple (as in: reeaaally simple) short card game a 1/5 rating seems more approriate?
I'm pretty new here, do I miss something in the way games are rate?

Is complexity considered to be the same thing as difficulty?
