What has to happen to load?

I clicked on Load, then highlighted a card to discard, but only get an option to not discard or go back. I tried then clicking on a card to load, which highlights that card, but clicked on a train car to load it to does nothing. What am I missing?

It could be you are trying to load cargo onto an opponent wagon as a BONUS action. You can only perform a BONUS load onto your own personal train.
It happened to me when I was learning the game

No its broken, pointless playing until they fix it but since it was first reported in January doesnt seem like they ever will

I'm having the same problem, as is everyone else in my game. I can't load cargo onto my own train cars at all, only onto other people's, and I'm forced to discard a card - which doesn't seem to match the rules. Frustrating!
