Multiplier + x action

I don't really understand the logic behind the actual interaction of the X action (move back action to get a X) when that action have a multiplier.

It's possible to do the X action twice (Get 2 X).
It's obviously possible to do the action twice.
Impossible to do the X action + normal action.
Also impossible to do the action then X action.

Why?

That's just the rule. Taking the X is a separated action, as described in the rulebook. So if you take X token, then thé action, you are not taking twice the same action, so it's forbidden
