Perfect Engineering Card

Hello I am playing a game and I got this card that allows me to make links 5 long in one go I can get it to work for me am I missing something I know it’s only once a turn but I can’t get it to work at all. Thanks for any help.

It can only be used once per round or onec per 3 turn

You have to "activate engineer" at the top before you can build the 5th track segment.
