Soldier token as supremacy bonus

No soldier token received as bonus during Production phase. The game system doesn't allow me to. Anyone with the same problem?

The first time you have supremacy, a soldier appears in the training area. The second time you get the soldier from the training area. It takes two supremacies to get a soldier.
