What are the rules around triggered event order?

I have read through the rulebook and appendix and either missed it or it's not there. When there are occupations and improvements that trigger during the same game phase (i.e. "at the start of the work phase"), how do you determine the order in which these things trigger? Is it player turn order, and each player decides the order in which to process their items (if they have multiple)? Or do occupations always trigger before improvements? Can someone point me to where I can find this information? Thanks!
