Scoring system

Hey so I have noticed the point system for ELO being all over the place so I was wondering if anyone knew how the points are distibuted. I will win a game and only get +3, but if I lose its -14 (sample numbers from of my last two games). I can never get ahead with such a difference so how do I increase the amount of ELO points I am rewarded in the end? And how does the system determine who goes first? It doesnt vary for me based off lose or win, Ive tested that theory. Thanks
