How are the carts placed on BGA?

Just finished my first game of Coal Baron. It's a fun game! When we got to the end, we found that there are negative points given for an imbalance between the light and dark side of the mine. However, BGA itself placed the carts once I placed a worker on them. Was there an opportunity to move the cart to the other side if I wanted to? None of us did that during the game, I polled the other players. Just wondering if we missed an opportunity to not lose additional points. None of us ended up even, largest loss was 6 points, smallest was 2.

I just realized the tiles have lights on them! So it isn't BGA picking sides, it's me picking the tiles! Huh, played the entire game and ever noticed the lights (or lack thereof).
