My second arena game, played against rank 2nd and 18th players. Loving that!

There is no matchmaking. You are just paired against the next available player. And in a game with a limited user base this will regularly be high ranked ones.

Skill issue unfortunately, you can set your matchmaking to not match elite if you are silver
