There is no matchmaking. You are just paired against the next available player. And in a game with a limited user base this will regularly be high ranked ones.

It's a hidden option :
-Your game must be in your favorite one;
-Then go to https://boardgamearena.com/lobby
-Click on the preferences of the game you want to play (gear icon) ;
-"advanced options" ;
-"player's level" : say that you never want to play with players of level +/-1.
