endgame scoring

A.) Score medals for EVERY COMPLETE ROW AND COLUMN of your
planet as long as it does not have a meteorite or empty grid square.

If there's a rover, but no tile on the grid, does it count as empty or not empty?
And a grid with lifepod count as empty?

Not empty= tile on it
