Percent done?

Percent done?

This isn't necessarily a bug, but I'm curious what people think. Usually the percent done is based on number of carriages completed by the leader, but I'm in a game right now where it seems to be based on the number of houses left. Either is appropriate, I guess, but changing it could surprise some players. Is this a change, random, desired, a bug... ? Thanks for any info!
