Just finished a game (https://boardgamearena.com/11/welcometo?table=567391026) . I had all houses filled except 1. Numbers come out and I can't fill anything. I decide to complete the last house space with a round about. The round about is built and then it gives me the option to take a building permit refusal. Fair enough. And then the game ends. So I think: "Right it ended because I had no more spaced to fill" but the game log says it ended because another player on that same term received their 3rd building permit refusal.
My question is: had that player not gotten their 3rd building permit refusal, would the game have ended due to my not having any more spaces available to build houses?

Am wondering if it was programmed this way in BGA though as I didn't see this written in the game log.
Please let me know if you've encountered a situation where your last action was to fill up your board with a round about and if triggered end game.
