It doesn't change the order of objectives, but flips the cards so you can get other objectives. Try it!

It is meaningless but it’s in the original rulebook so I’m glad they implemented it.
It doesn’t really add playing time so I’m good with that

Sorry! I have played it only once and rembered to see arrows for flipping the cards. But you are right, these are other arrows to change the order.

I enjoy it because I like organizing the missions a certain way to my preference, I find it easier to look at
