How do I rotate cat tiles?

I'm sure I'm missing something incredibly obvious and simple but I cannot get the cat tiles to rotate in order to place them where I want. How do I rotate the tiles?

There are circular arrows on the lower-left and lower-right corners of the movement overlay for the tile.

Thank-you, Would you believe me if I said they weren't there the first time I tried to play in solo mode? They were there when I played again.
