185B: Each time you would take a “Raiding” action (on an action space or via an occupation), you can take a "upgrade 2 goods" action instead
As implemented, I'm able to use the raiding spot to upgrade items, even if I don't have a longship. This feels wrong, since in order to take the raiding action that I'm replacing with upgrading goods, I would've needed a longship. Is this supposed to be legal?
(OTOH, if I try to use the raiding spot for raiding without a longship, I'm correctly told I can't do that, which seems like someone thought this out already.)
