Tournament's minor but important? suggestion

It would be great if I could filter out tournaments in which they are still in signup phase but their participants limit has been reached. since more than 70% of the tournament I see are full. so It can be hard to find the tournaments that are open.

This exists. You can check "more filters" on the tournament page and then uncheck "Show full tournaments".
