1. Allow players to turn off these popups altogether. They are intrusive, distracting, and completely useless for players who know the rules. One way to implement this suggestion would be to convert them into tooltips, which would allow players to turn them off by setting the tooltips preference to "disabled."
2. Add the point value of each action card to the text of its popup box, which would help players remember what penalty they will take if they are stuck with the cards at the end of the game. This would at least make the popups a little useful for players who know the rules, since it's far easier to remember what each action card does than to remember the specific penalty associated with each.
