Coal Hauler, only 1 token in a 3 player game.

Half way through this game:

AFAIK, there should be x2 tiles for the special actions in a 3 player game, so why is it that jlfcco is the only person to have 'Coal Hauler', and me and Kirasjer have the blank (can't get it) token?

Is this a bug, or a rule I am not aware of?

The token can only be used once per game, and after using it it is flipped over and looks like a blank token then.
