Starting Survival card

I don't see anything in the rules of Not Alone that the hunted start with a survival card. Did I miss a rule and I've been playing it wrong at home, was the card added to help in the debugging of survival cards by getting more of them played, or was this a tweak to the game since the rules came out?

Will counter
Each player playing one of the Hunted takes 3 Will counters and a set of 5 Place cards numbered from 1 to 5. Unused cards are removed from the game.
Each of the Hunted draws a Survival card [10].
