Reduce "You cannot make another post so soon after your last."

Since we have now offtopic Forum, I hit this regularly.
If it would be possible to reduce at least for Premium members.
Now again, as I posted in games forum.

Not even needed for premium members -- just have some sort of vetting process.

I understand the desire for it, to stop spambots. However, it shouldn't be that hard to add code that says something like:
If posts_made < 20 delay_time = xxxx
else delay_time = yy

People who have demonstrated their ability to follow the guidelines do not need extra artificial restrictions. (I also run into this a lot, especially when the school year starts and we get a new influx of people asking questions. Simple answers don't take too long to type.)
