How is a time out victory assigned in Hive monthly tournaments?

I just lost a game due to the five day time out, but was playing my turn as soon as I was informed it was my turn. How is a victory assigned? Is it whoever is not next to play when the clock runs out?

If I recall correctly, if a tournament game ends because total time has expired (not time for one player), the victory is given to the player with the higher ELO. The reasoning is that they are the better player, and would most likely have advanced if the game had gone to completion.

Now, if one player runs out of time and the other player kicks them from the table, the normal conditions apply: the out of time player loses, and the other player wins.

I'm 98% confident that this is the case. But, if not, there's always Cunningham's Law. :)

Actually, no, the first tiebreaker is the time remaining.
