?? What a strange comment. Don't know if it is meant to be ... what, ironic? But anyway if it's not a real answer I think it can be misinterpreted.
In case it was a real answer: Usay Dress A H is from China, so he might know better than us what is blocked or what could be blocked.

In case The BGA website either shuts down or gets blocked In China.
Everything is blocked in China. You need a VPN even to do a google search. But if you have a VPN then you can ignore the great firewall of China.
Or in case the VРN Expired.

Connections that haven't been approved by China are slowed down, frequently lose connection or are outright blocked. Not to mention, the Chinese internet is heavily monitored and VPNs are outlawed.

VPNs are outlawed but people are quite open about using them.

Hi you don't know me but there's some Chinese man on the Internet who wants to make an online copy of your game.

No, I don't know him.
No, I don't know what kind of site he is hoping to make.
No, I don't know which games he has hoping to code.
No, I don't know how good he is at coding.
No, I don't know if he is going to respect the integrity of your game.
Nor do I know if he hopes to make any money out of it.
Nor do I know if he is prepared to pay a licensing fee.

That might be a rather short conversation.

I would suggest emailing them. The likelihood is that they may just ignore you or say no though.

And, I tried to ask Gigamic for Papayoo, but I couldn't speak French.
This is why google translate exists.

But I do know something: The server is intended to be open-source.
