What is a victory?

I have played 3 games, all 2 players. In one we failed, in the other two we got 13 and 10 points. However, I didn't get the "first victory" achievement. What does it take to get it? According to the instructions, 13 points is already "legendary" for 2 players...

Same here, I got 2 different victories on one of each difficulty level.
I received the "enthousiast" reward but not the first victory.
Is that a bug?
