The rule book for Marco Polo II suggests that mixing characters is possible.
I would certainly enjoy a option to activate them.
It would require some clarifications and modifications to some of them.
Some might be left out, or left out unless some particular extension is activated.
I also recreated a suggestion to allow inclusion of the two caravan extension characters that make sense without playing the extension:

How to adapt (I think) some of the characters form Marco I:
* Mercator:
** 4p Whenever another player use on of the books to get goods or camels or jade, you receive one good chosen from among those earned.
** 3p Also 1 camel when the favor of the Khan is used
If Mercator proves too powerful, there are various ways to limit him:
- only applies to the first dice put on each book action
- or you must the same gold cost as the player when a dice is not the first dice played on a book action
- or you must pay the same jade cost as the player to get the good (that's probably too drastic)
* Kubilai Khan:
** Probably doesn't make sense to include him
** Possibly start in Bagdhad with a trading post and jeweler's guild seal (or a few points?) ? (but hardly thematic to Khan)
* Berke Khan:
** Straightforward
* Niccolo et Marco Polo:
** redundant with Mailin and Tian Chin and much weaker so should have to be boosted a little.
** One way to boost it is to allow player to choose one location where to start (with trading post)
** A more powerful way is to make player choose one location (get trading post) and have the other start at Beijing
** Or slightly weaker: just enforce Merw (with trading post) as starting place for both figures.
** Or make player start at beijing but give 2 camels per turn
* Guillaume de Rubrouck
** Straightforward except that those would be the 12th and 13th trading posts
** Might be underwhelming
* Johannes Caprini
** Straightforward.
